Your opponent lost interest and the game is just sitting there. Here's our take: we designed the game to be played at any pace. Some people just play slowly. But there needs to be a realistic time-limit. Our data shows that after 11 days, most people just aren't coming back. So we'll auto-resign any games older than that.
Tip: Sending a chat reminding opponents to play will show up as a notification if they have those turned on.
